Starting 1 September 2026, the Republic of Estonia will no longer recognize non‑biometric diplomatic or service passports issued by the Russian Federation for crossing the European Union’s external border or for applying for a visa. Non‑biometric ordinary passports issued by the Russian Federation have already not been recognized since 31 March 2025.
Russia issues both biometric and non‑biometric passports. Non‑biometric passports lack a chip containing biometric data, which increases the risk of document misuse. The Russian Federation’s non‑biometric passports do not meet the security requirements of the International Civil Aviation Organization (ICAO).
