Secretary General Vseviov attends conference on the fifth point of Ukraine’s Peace Formula
Yesterday 24 October, Secretary General of the Ministry of Foreign Affairs Jonatan Vseviov attended a conference on the fifth point of the Peace Formula of Ukraine’s President Volodymyr Zelenskyy, chaired by Estonia, Ukraine and Argentina. Estonia and Argentina co-chair the implementation of the fifth point of the Peace Formula.
The conference was held in Riga on the sidelines of the Crimea Platform and it was attended in person or via video by the presidents and members of many national parliaments, as well as representatives of governments and international organisations, who were briefed on the work and objectives of the working group for the fifth point (WG5). Estonia’s Riigikogu was represented by President of the Riigikogu Lauri Hussar.
The fifth point of President Zelenskyy’s Peace Formula concentrates on the implementation of the UN Charter and the restoration of Ukraine’s territorial integrity. Co-chairing the fifth point provides Estonia with an opportunity for some very practical efforts towards our foreign policy aims, the most important of which is upholding international law. Estonia has emphasised repeatedly that the restoration of Ukraine’s territorial integrity and sovereignty is key to ensuring a just and long-lasting peace in Ukraine but also reinforcing global security.
The aim of the WG5 is to preserve and reinforce the international order based on the UN Charter. The working group underlines the need to reform the UN to ensure that the role of the UN General Assembly increases and the veto of a permanent member of the UN Security Council can be bypassed on issues related to aggression.
A communiqué is published as a result of the working group’s efforts and it will be submitted to the next peace summit.
The 10-point peace plan of the Ukrainian president, published in November 2022, includes points on ensuring Ukraine’s nuclear, food, and energy security; the return of all prisoners and deportees; the restoration of Ukraine’s territorial integrity and its reiteration by Russia in line with the UN Charter; the withdrawal of Russian troops and cessation of hostilities, with the subsequent restoration of Ukraine’s 1991 state borders with Russia; the establishment of a special tribunal to prosecute Russia’s war crimes; the elimination and compensation of the environmental damage caused by the war; the prevention of an escalation of conflict and building a sustainable Euro-Atlantic security architecture, including security guarantees for Ukraine; and finally, the confirmation of the war’s end with a document signed by the parties.
