Today 20 May, Estonian expert Margus Kotter took office as an adviser for the implementation of strategic reform at the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine). He has previously worked at the Police and Border Guard Board as a project manager for the Asylum, Migration and Integration Fund (AMIF). He has previous experience with civilian missions from the EU’s police mission in Afghanistan, where he worked as Deputy Head of the Police Training Unit.
EUAM Ukraine focuses on supporting Ukraine’s civilian security sector reform and providing strategic advice to government agencies responsible for this area. Following the start of Russia’s aggression in Ukraine, the European Union member states entrusted the mission with additional tasks in March and April 2022 – supporting the Ukrainian authorities on border management issues and providing advice in the investigation of war crimes and other international crimes. Estonia has been participating in the mission since its inception in 2014.
Estonia is posting experts to international civilian missions to help prevent and manage international conflicts. Estonian experts are currently posted to the European Union’s civilian missions in Ukraine, Moldova, Armenia, and Georgia. Nine experts posted by Estonia are currently working with various international civilian missions. Participation in civilian missions is coordinated by the Ministry of Foreign Affairs.
