Foreign Minister Margus Tsahkna participated in the Munich Security Conference on 13–15 February, where he yesterday gave a keynote address at a high-level discussion on cognitive warfare organised by the Konrad Adenauer Foundation and Amerikahaus.
“War does not begin with military bands sounding their trumpets in Moscow, but with the sowing of fear in our societies, the creation of divisions, and the undermining of trust in democratic institutions,” Tsahkna said.
“This war has already begun,” Tsahkna stated, referring to Russia’s acts of sabotage, disinformation campaigns and cyberattacks.
“Nor does this war recognise national borders. In this war, every country is a frontline state,” Tsahkna said.

In a discussion focusing on the use of Russia’s frozen assets, in which former Polish President Andrzej Duda and Bill Browder also participated, Tsahkna stressed that a lasting and just peace must also include Russia paying for the damage caused by its destruction. “The use of Russia’s frozen assets for this purpose remains on the table,” Tsahkna said.
Today in Munich, Tsahkna also met with the United Arab Emirates’ Minister of State Lana Nusseibeh, German Bundestag Foreign Affairs Committee member Robert Kiesewetter, and American Jewish Committee CEO Ted Deutch.
